VSC Leadership Academy residential seminars sponsored by the National College (formerly NCSL)
As part of its extended remit to develop a leadership programme for serving and aspirant DCSs, the National College has agreed to sponsor four VSC Leadership Academy residential seminars for aspirant DCSs during 2009-10.
Each seminar will take a main theme from the content modules of the DCS Leadership Programme and the final session will focus on a review of the thinking to date on the design and delivery of the leadership programme for aspirant DCSs which is due to start in June 2010. Through this we hope that seminar participants will have the opportunity to contribute to the overall programme design.
The first of these Academy seminars took place on July 13th/14th 2009 in Manchester on the theme of Children’s Trust arrangements and partnership working. The second took place on October 8th/9th 2009 in Leeds on the theme of Children's Health and the third was hosted in London on 26th/27th January on the theme of Safeguarding.
The date for the final session in this series is;
March 4/5 2010 Birmingham. Theme “Commissioning and securing service provision”
The seminars are due to start at 12.00 noon on Day 1 and end at 3.30pm on Day 2. Due to the financial support from the National College there will be no delegate charge. Following specific requests from a number of colleagues we have decided to offer a further day seminar on March 23rd at the National College in Nottingham as part of the VSC/ADCS Leadership Academy series.
The chosen theme is:
School standards and pupil achievement
The sessions will aim to cover:
- Awareness of ECM Outcome 3 (Enjoy and Achieve)
- Understanding the statutory framework for the relationship between the local authority and schools
- Managing the interface between schools, the LA and regional and national school improvement initiatives, including National Challenge, National Strategies, etc.
- Transforming learning
- Challenge and support for pupil performance
- Understanding the relationship between the LA and schools and the implications of the extension to schools of the “duty to cooperate”
- Improving outcomes through capital programmes, including BSF and PCP
- School organisation, governance and leadership, including robust and effective partnerships between schools
- Access, equity, inclusion and progression
This seminar is due to start at 9.30am and end at 4.00pm. We should be able to provide overnight accommodation for participants on the evening of the 22nd March if needed. Due to the financial support from the National College there will be no delegate charge.

Children's Services Annual Data Conference - Data: Making the Case
March 2nd 2010
Improvements in children’s services over the next decade will be led by knowing more
about existing needs, and using resources better. The key will be turning the data which are
already collected into performance information in order to assist local decision making and
national accountability exercises.
The conference will explore what national and local government and their partner bodies
are doing to improve the quality of children’s services through using data better to make
the case for children. There will be a theme of integrating data sets which will be reflected
in a CSN/NFER survey on behalf of PIRGE which challenges local government to use data
better to make the case for children and young people.

Management Development Programme: Managing School Organisation
This is a management development programme for managers of school organisation arrangements in local authorities and their stakeholder partnerships.

Making Data Count 2009
The seminar programme theme for this year is “Making Data Count: moving towards integrated data practice” and will take place on:
3rd November - London
5th November - Manchester
10th November - Birmingham
12th November - Leeds
At each event we will aim to provide a focus on the importance of data and how data streams can be more effectively coordinated in order to achieve integrated governance, management and application of data and information for children, young people and families.
Each seminar will include a contribution from the DCSF and local authority case studies which will consider ECM and/or school improvement issues including effective use of health data. There will
also be contributions from practitioners who, as part of the VSC accredited Management Development Programme for Data and Information Professionals, have undertaken topical action research projects related to their work.
Who should attend the seminars?
LA (and their Children’s Trust partners) data, information, research and performance management professionals wishing to enhance their knowledge of children’s services provision. LA school improvement advisers, inspectors and consultants wishing to build on initial practice in the use of data to improve outcomes for children within ECM locality arrangements.
Previous series have proved to be a very successful forum for colleagues working for local authorities and their partners to share current practice. In order to maximise the potential benefits from these small working seminars it is recommended that authorities and their Children’s Trust partners aim to send colleagues from as broad a practice background as possible in order to foster greater inter-disciplinary understanding.
Leadership Development Programme: for aspiring senior leaders
The Children's Workforce Development Council (CWDC) appointed a national consortium led by FPM Training to deliver the Youth Workforce Leadership and Management Development Programmes, with the Virtual Staff College being a partner. These programmes represent the biggest single investment in the youth workforce, with over 5,000 managers and service leaders receiving training over three years, with all places being fully-funded by CWDC. 2009 has already seen the successful delivery of both the Leadership Enhancement and the Management Development Programmes.
The third in the series is the Leadership Development Programme. Aimed at middle managers who are looking to take the next formal step up in leadership, it is therefore specifically for members of the youth workforce who are at the early-to mid-stage in their careers.
The programme is offering 150 places nationwide, with allocation being split equally between the statutory and voluntary sectors. Applications are limited to one per local authority or voluntary organisation. Courses are taking place between January and March 2010 and recruitment is now underway, with the final day for applications to be received being 5th October 2009.
